It depends - If they’re free before the rework, they remain free after the rework unless the devs say otherwise. This was the case for the 787 rework.

If you already own the reworked aircraft, then you won’t need to pay for them.

If it’s a rework of an aircraft you’ve already paid for I believe they won’t make you pay again.
