Parked Aircraft Control Surfaces

I’ve noticed that with many aircraft, when parked at the gate, the flight control surfaces are often facing down. Why is this?
Here is an example with the a380:

I think it is just because the system isn’t powered up, the hydraulic fluid isn’t there to keep the surfaces stable. Note how the rudder is hard right too.
