It is ready for release so I would assume that it will be released in 24.4.

Kuwait Airport Fixes!
I’ve added some fixes for the airport so that it matches the ones IRL!
FlyDubai stand that used to operate out of T3 added 
Moved Gate 1 from Terminal 1 to Terminal 5, deleted Gates 2 and B1 and replaced them with boarding stairs according to real procedures. And lastly, you’ll now find Parking Safe Docks at all gates at Terminal 1 and Gate 1 at Terminal 5!

Welcome to the community @Marcus_Barber, here in infinite flight, you don’t download or buy the scenery like in other flight simulators.
It is downloaded in your simulator ready to go. Just make sure you have infinite pro otherwise you won’t have access to that part of the world and won’t spawn in.
