NOTAM Ceiling Confusion

Hi,

I am having trouble understanding certain NOTAMs/TFRs.

At London City (EGLC), it says “Aircraft larger than A318 not authorized (A223, E-Jets and C130s are allowed). Larger aircraft MUST divert.” This NOTAM has a ceiling of 10,000ft.

Does the NOTAM only apply to planes landing at the airport, or does it also apply to planes flying over the airport?

For example, if I’m flying a 777 en route to Heathrow, but I will be flying over London City at 6,000ft, will I be violating the NOTAM? Am I only allowed to fly inside the red circle above 10,000ft?

Just for aircraft going in and out of LCY. Traffic overflying the NOTAM (even under 10K feet) are not effected.
