I have a lot of violations I have had in the past and am actually just about to get back to grade 3 tommorow, is this a bug?

You still have your violations, there haven’t gone away. Let me put it in this way:
As you can see in the first screenshot there are a bunch of column, right? but keep focused on those ones which say 24h, 7 days and 1 year. What does it mean? Basically that you don’t have got a violation in the last 24hrs, 7 days or the last year. however, in the past you got some of them (61 to be exact) which are being showed at “level 1 violations/landings” (12 months).
Does it make sense?

You have to much Level 2/3 violations. Maximum is 5 and you have 6.
