The requirements are listed on both the recruiting thread and the website linked. Once you meet all those requirements you can apply to IFATC.

One of the requirements is to be a Basic User (TL1) here on the forum. Spend some time here reading posts, liking posts, replying, etc… and you will get to TL1 eventually.

ATC operations are the ones you receive when you control on any server with ATC available, that’s the number that appears on the top left hand side of your screen in the game menu when ATC mode is selected.

In your case, you can accumulate ATC operations by controlling airports on Training Server (Ground, Tower or radar frequencies). You will get operations when you give ATC instructions to aircraft like taxi instructions, takeoff clearance, landing clearances, etc.The busier the airports you control, the faster you will accumulate operations and meet the requirements to apply for IFATC (500 operations).
