If you’re logged Into the same Apple ID as when you bought it the first time, it should appear in your Purchased apps and you can download again free of charge.
Also, if you bought any of the extra addons, there should be a “restore purchases” button to let you regain all of those for free as well.

The only exception is if you originally bought and android then switched to iOS, in that case yes you need to buy again unfortunately

If you were, you don’t need to.

If you are new to iOS, Yes. You need to repurchase your apps.
