It is legal in Kuwait but not sure about the UAE.

It seems like photographing aircraft is illegal (it’s the very last entry on this page under “Photography”).

It’s definitely not legal or at least HEAVILY ill advised in the UAE I do know this, but I didn’t know that about Kuwait. Cool!

I’m very surprised to hear that you can spot in Kuwait. Everything I saw while browsing the internet said security would chase you away.

I’m pretty sure some spotters were detained in the UAE, but this was about a decade ago.

Sometimes you can spot few rare planes like MD-11 or A310s in kuwait.

It’s illegal in Kuwait I was once asked by security to stop filming, however you can go to spots that are considered a “loophole”
