How long have you been flying for? The command is only available after 1 hour of flight time.

Your fuel isn’t low enough. It needs to show low or min fuel in the HUD.

Hmm, the command should be available, I would send a PM to @Will_A telling him that you have low fuel, for now fly slowly and turn off your spoilers.

My question is, how do you manage low fuel on a 2 hour flight. Just bring more. Don’t bring just enough. Especially on active Airports in Expert.

You should not be PMing controllers for fuel issues. If it is a valid fuel issue it will be announced with the commands Failure to plan is not an emergency for others.
