Hello! I love the idea, and I also want it in the game. I could also give my two cents on how this could also work. 
Discord or in-game communication.
Some games like (In Roblox, yes, but still cool) Pilot Training Flight Simulator (Only in ATC24 PTFS server) and Project Flight (PF). They both use Discord for comms. Separate channels for - separate channels. A bit similar to the ATC24 discord bot that works flawlessly. The same thing could be used (with permission ofc) for IF. With this, a dedicated server will be used, as not everyone has access to discord and is willing to do this. The game (PTFS) has around 3-5k people online at once. Total. The ATC 24 server has around 20 during work hours and up to the max (raised from 40 to 50 due to population). In my eyes, this is a great way to balance things. I may add more details later on. With the new Live feature it could be a nice addition
