They do that sometimes. Had one who refused something like three requests to 26L not 26R which had three aircraft on it, ignored two go round instructions and then landed anyway “hitting” at least two of the aircraft.
It’s irritating but there’s not much you can do about it.
Should note that apparently IFATC are usually asked to use all available runways. Unless traffc were taking off on 16 it’s really not a problem for landing on 34. If a conflict arises, use the new speed commands, or issue a go around to the aircraft at higher altitude.
BTW some people on training might be in a rush to land. This is an unfortunate side effect of making atc global on expert because avoiding ATC no longer works.
