Level 3 violation

hi there, can someone help me with a level 3 violation I just received. I was flying for a while with no atc at my destination. I was constantly checking through out the flight. As in on the 5 mile approach there was still no atc. The atc must have joined as I landed. I received a level 3 violation with no warning or anything
