LEVEL 3 VIOLATION by ZinZowe at SBGR

When i contact Tower i said “Inbound on the ILS runway 09L” and ATC said “Number 2 Clear to land runway 09L” but a minute later the ATC cleared for takeof airplane on the ground. Then i got Level 3 Violation. Where is my fault?
