Level 3 violation appeal

Where do I got to get an appeal I got a level 3 violation for flying through other aircraft while I was waiting for takeoff I didn’t realize I didn’t have the parking brake on so my plane kept rolling into the plane in front of me and there was a plane behind me so I was just gonna wait til the plane I was in took off and it would be ok but that didn’t happen
