ATC can not be requested for Expert Server, as controllers have to stay open for a time minimum, so it’s hard to accommodate a single plane.
Looking at LEBL rn - there is only 1 inbound in the next hour (you) and no one on the ground - so I doubt anyone would be incentivized to open.
We have to control an airport like LEBL for a minimum of 1 hour. Potentially only 1 plane in that hour just isn’t that appealing. The large majority of the hour would likely be spent just sitting around doing nothing (which is really boring). We control in our free time - so we like that controlling session to be productive.
