Nicky, do you get the fact that it’s NOT the nearest runway, as the other side of the runway with the green symbol (Runway 28L). 28R is off camera to the south.

Just because a runway is red doesn’t mean it can’t be used. They turn red for as little as a 5 kt crosswind. I can’t speak for this controller because I don’t know what traffic he had. Playground or advanced?

I know he’s banned, but when he gets unbanned he can read my message.

The tailwind is within the limits (10 kts), so in this case there is no problem with taking off from 10R, even when it’s marked red.
