No there’s no ATC in JFK at the moment. Also you can check it in the game by yourself

You can use this for know all IFATC active on the Expert Server
We need ATC if possible traffic will be building up and will need controlling

Expert server atc is trained with a group called IFATC in order to be able to be an air traffic controller on this server. We only open airports about discretion in most cases. We are volunteers. Yoy can’t really request for air traffic control service. However, you can on training server if you’d like to. There is a requesting thread in Live you can use To request for controllers on training server. Also I may note that we need to stay online for a minimum of 1 hour, and it may be true that there are a lot of people inbound at one time, but what about a different time? It’s sometimes a waste of time for us to sit in an almost empty airport.
I can’t say if there is ATC at JFK right now. But I’d personally fly into EWR or LGA instead if traffic is heavy because those airports take up much less poly.

before starting a flight, if you tap the search button, a list of airports will appear with the ones which have ATC on top
