how can i Join atc expert server , i’m grade 3

To be ATC on Expert Server, you need to join IFATC. You can find more information in the topic linked below:
You do need to spend a bit of time here on the forum in order to reach Trust Level 1 - which is required to apply but as long as you meet all the other requirements (minimum age, operation count, etc…) - you should be good to go as soon as you hit that level.

Eligibility
Your violations to landing ratio must be less than 0.5 and have no level 2 or 3 violations in the last 60 days to join IFATC.
