Is there any proposal for a new feature for IFATC controllers?

Hey! There should be a feature for IFATC controllers that allows them to issue

CLEARED FOR TAKEOFF, Contact departure at 121.8.

Like this will allow to bridge the gap between the time aircrafts can be handed over to departure or centre frequency
