Is it unnecessary to say "contact tower"?

I usually do it in Training Server
When the aircraft which is nearby RWY for pilot’s convenience.

it has the “taxi to Runway XX, contact twr when rdy” command, so when others request Frequency change go to Misc messages and press on Duplicate frequency change

When you tell a pilot to taxi on Air Traffic Control, you will notice at the end it says “contact tower when ready” This means that is is the pilots responsibility to contact the Tower controller when they are near the runway and ready for takeoff. Under no circumstance should there be a reason the pilot requests a frequency change to tower nor the ATC gives a "Contact tower on 1XX.XX call.

I don’t know if you will apply for the IFATC, but reading the ATC manual can provide a cleaner control.
