I recently upgraded to iOS 9 on my iPad and the voice of all ATC communications is sometimes audible and other times is not. Restarting the device usually works.
Device info:
iPad 4
iOS 9
Sometimes this happens to me on Android. Closing and killing the app or restarting my device fixes it. Not sure why it happens.

This happened with iOS 8 as well.
It never happened to me until I upgraded my IOS. But It seems to be working if I close and reopen the app. Thanks!
