What airport was it? and also they may use ILS if its busy.
ILS isn’t reserved for bad weather conditions. It’s used quite frequently at most major airports (someone can correct me if I’m wrong).

Plenty of reasons. SOPs, company procedures, airport approach availability/types, traffic conditions, limitations on executing other types of approaches, general busyness, need for a plan, etc. It’s pretty common to use ILS outside of weather conditions.
