If I have a second phone or tablet and have the same account on Google Play, do I have to pay for IF or can I just install it?

As long as they are both the same operating system (Android/Apple) and you sign into the store with the same account you can download it again as you already purchased it.
If you go from Android to Apple (or reverse) you will have to pay for the app again but your flight stats remain since it is tied to your Google or Facebook account.

You cant go on the online servers with two devices on the same account :)
