I Can’t Report Players in Training Server Even Though I Have Grade 2. Why

So I tried to report a player for spam messages and it says “not high enough controller rate” even though I am an expert Grade 2 player with a few months of experience. Why?

Only IFATC controllers can report pilots on the expert server. The whole point of the training server is to learn, so that’s why controllers on Training Server can’t report. Also, some Training Server controllers might troll and try to report pilots.
