This is normal on the A380, once you start the engines they go live.

No i have also tried tha airbus latest a320 neo and i have turned on the engine still same issue

What do you mean? It is normal for both of these types; as soon as you get your engines running, they are fully controllable, as @crossrunway27 said above.

The A380 is normal for that. That’s how the plane works. If you truly have no controls, try re-calibrating. If all else fails, restart app/device.

When any airbus is shut down, so are the hydraulics. Once you start your engines, flight controls will be moveable. Not a bug, just another feature.

Your missing the whole point though, its not a bug.

When the hydraulics are shut off, gravity pulls the surfaces down.
