So I have been an atc controller in the training sever and some people take off without permission so I try to report them but my Ctrl rating is too low how do I get it higher.

You can only report them in the Expert Server unfortunately when you are IFATC.

It is frustrating when people don’t follow your instructions but it’s the “Training” server.
