How does one report a user as tower/ground etc?

Someone just taxied, entered runway and took off without permission,yet it says my controller rating is to low?

  1. Why can I not just report someone
  2. How does one increase their controller rating?

Hi there and welcome to the community.

Only members of IFATC has access to report pilots and it is only enabled on the Expert server. Staff/Moderators are able to report pilots on all servers.
