You must first apply. To apply you need to take a theory test and I’m pretty sure the passing percentage is 80% so some prior study is needed if you aren’t 100% about what ATC actually do. After passing your theory test you’ll be given an instructor who will do practice runs with you and simulate the real test you’ll be doing. The actual test contains you instructing around 5 planes to fly a pattern around a given airport. After passing that final test you’ll be added to the IFATC discord and be able to control on expert server!!

Basically right, however the practical has more than 5 planes! And there’s a lot more tiny details other than that.
