Anyone can be ATC on the Training server but for Expert server, you have it be an IFATC member to start controlling. You will have to go through a series of training and tests before you are accepted into IFATC. Good luck on your ATC journey!

If you’re looking for the specific button, it’s under modes.
In the image below, click on “Free Flight”
You should see the following image:
Swipe to the left, tap on ATC, and select Training on the bottom. Then click OK!
