Grounding Aircraft?

Hi, I apologize if this has already been pointed out. I was wondering if there is a way for ATC to ground aircraft due to weather like extreme fog, winds, ect. I got this idea when JFK had a 0.00nm visibility and you cant see other aircraft

You can include a gate hold in the ATIS on Expert.

In the ATIS, there is the option to select something called a “Gate Hold”.
