No one, IFATC can control whatever airport they wish at any time in the day, I advise you check the IFATC schedule and fly to or from the suggested airports for ATC action :)

Actually, people can use this thread for Expert now that rules have changed, we are allowed to open anywhere wherever we want so we are allowed to take request here ;)

Basically what @Cpt.Ace just explained is partly right, we are free to choose which airport to open, however a lot of times we will open airports that are on the IFATC schedule and in the region of the airport.
Although when you create a virtual event, look at @Events for examples of this. There are often IFATC controllers that are willing to control during the event, however this is also not certain at all times.

Well I havenāt been in IFATC long enough to know when they changed it, but since we are allowed to open whenever and wherever we want, there is no rule where we canāt take requests
