Fuel consumption will be a thing in Global. What would someone do when/if they completely run out of fuel? Would a “Declaring an emergency” be available only when you run out of fuel or would you have to do something else and just glide?

Laura has said that if you have less than 15 mins of fuel available an option to declare emergency will be available.
Plus I think this is a duplicate but can’t find a link. I’m sure another regular will tell me if I’m right or not.

Exactly. It can only occur if you are airborn for quite some time, so that you cant take off and “suddely” run out of fuel.

I think when you are running out of fuel, you have to divert to an Airport nearest to you that are capable to handle your aircraft and declare an emergency with a note that you wont be airborne again in 15 minutes (Like @Matt_Elphick said earlier). Otherwise you would glide down like an aircraft running out of fuel IRL. But it would be the best to use as many fuel as possible. I think it would be useful to use extra fuels for your flight just in case you have to hold for 30mins

I think I heard somewhere (may have been on FlightCast?) that you, in addition to the 15 minutes remaining restriction, must have been flying at least an hour for the option to become available.

ATC will also be able to see how much fuel you have and, you have to have been flying for an hour before you can declare minimum fuel or emergency fuel emergencies. Laura said it in @jasonrosewell 's livestream when she did the global preview

One day, in a clear day on Training server. A Plane suddenly running out of fuel. He tries to contact KNUC Tower
Pilot : WTF, requesting an emergency landing at San Clamente Naf
ATC : Please pay $5 for the emergency clearance usage
The Pilot gets triggered, and decided to spam the frequency

My biggest concern is that people will fuel just below what is required, so that they plan a fuel emergency…

I have the exact same concern. ‘Emergencies’ in IF are a recipe for disaster (literally).
There is absolutely no need for it to be implemented. There is not enough traffic at all airports in IF (unlike the real world) which would result in you not being able to successfully find an airport, divert and land somewhere without being put into a lengthy hold by ATC resulting in the need to declare a fuel emergency.

In the long term it would work fine. But when it has just been implemented, everyone will try it out. That will cause total chaos… But I’m sure there will be a solution to it. :)

I think there must be a requirement. I.e like you are going to take London-Dubai, You need at least … lbs of fuel.
