You found an Easter egg! The person plane spotting is a former airport moderator who led the IFAET team for many years. It was a nice gesture by the developers and artists to make him someone who can be added to airports.

But wait… isn’t Easter eggs banned under IFAET rules or is this a special expectation?
This one is an exception as far as I’m aware.
Why are Easter eggs not allowed? Most games do them.
