I found this Fire Tanker flying around but their are no fires

Very interesting indeed as the service ceiling is FL 410 as @AviationFreak correctly wrote.

From scrolling through the internet it seems as if this is only ‘mandatory’ certification-wise for passenger flights, which this flight doesn’t seem to be.

Another theory would be that this is just a FR24 glitch, and XA-AML hasn’t actually operated the flight as the aircraft wasn’t in Toluca at the time of the supposed departure according to the FR24 recording and hasn’t flown back from Midland either while operating out of Mexico City all according to FR24, which doesn’t add up at all.
