They can be found just above/to the left of the yoke.

Are we supposed to follow this or is this a limit? As soon as I’m lower than 250 kts should I put my flaps at 1?

This is a limit, you should put flaps at a lower speed (for example flaps 5 at 210 kts)

So for example if you want to put flaps 1 down you have to be at or below 250KTS & if you want to put flaps 15 down you would have to be at or below 215KTS
