I have been inactive for a few months and lost level 3 to lvl 1. Do I have to regain my levels by flying?

The ones that would effect your grade over time are:
Flight Time (Last 90 Days)
Landings (Last 90 Days)
They are there so that people can’t just get to Grade 5 then go inactive and stay at that grade - you need to stay active if you want to keep your grade.
