It depends on the frequencies. In your example, Standsted and Heathrow do have different approach frequencies, so if Heathrows approach was active I don’t think it would be best to do that. However if it’s like Los Angeles Approach and you coming into Hawthorne then you can request approach because both airports use the same approach frequency.
