There isn’t as clear-cut a difference as there is in the real world.
IRL all IFR flights are always in contact with ATC, flying along a planned and ATC-cleared route, flown by an instrument-qualified pilot. On the other hand VFR flights are much more casual to execute — sometimes there’s no requirement to talk to ATC at all, there’s no flight plan filing requirement, but you can make and follow your own.
Pretty much all IF flights match the second description.
The difference in IF largely comes down to how the pilot wants to fly. If you’re just flying from one airport to another direct, particularly in a small plane, you’re probably flying VFR. If you’re simulating an airline flight following a Simbrief flight plan, you’re probably simulating IFR.
In either case, you can always be assigned an approach by ATC, so the system kind of assumes everyone is instrument rated.
breaking it down to a very basic level. IFR is essentially flying with instruments and a flight plan. and VFR is flying visually - in its basic form, see plane, dont hit plane or see building, dont hit building. VFR flying requires mostly clear conditions.
(VFR/IFR does not dictate the ability to fly a visual or ILS approach)
