I am not yet at TL2, but I want to create a VA. I understand i need to be at TL2 before my website is approved. My question is can I proceed to create our website and keep it until I’m at TL2 and it’s ready for approval?

Of course you can, just make it, then when you’re TL2 submit it with all the requirements for creating a VA !
