Can't report user, controller rating too low

I’m Grade 2 and often control on TS1 and when I want to report a user and it says something like the title of the thread, I can’t report the user because the controller rating is too low.

Is that because I haven’t done the ATC recruiting thing?

I think we should be able to report people regardless. It’s really annoying when people don’t follow instructions, and sending 100 OnGuard messages doesn’t do anything for most people.

You can’t report anyone as ATC on the Training Server.
