I made an application to make a VA, so can I still become a member of one?

You can be in as many VA’s as you like - however I think the rules state you can only be a staff member in 1 VA at a time.

As a Pilot , you can be in any number of VAs
You can be Staff at one VA and Pilot at other VAs
You cant be staff at multiple VAs at the same time. As per IFVARB Rules , you have to have a 90 days cooldown period if you leave a VA as staff and want to join another VA as a staff. Hope this clarifies your doubts :)
