As the title, it was show we , my account was not allowed to carry out this action ,download the aircraft. How to solve this, I try to restart and reinstall the app, still can not solve it.

That error usually stems down to a disconnect between what the app believes you should be allowed to download and the store telling the app otherwise.
Restarting the device usually resolves issues like these so start there :)
