Can Iranian Bound Flights Use Saudi Airspace?

Yeah I would just be safe and fly the Iran Air 747-200 or generic A340 (for Mahan Air)

Yes there are sometimes flights to/from Jeddah to Tehran in the Saudia 777-300ER as charter flights for the Hajj or pilgrimage to Mecca.

For flights that don’t depart or land at Tel Aviv I assume? Didn’t Air Canada fly to Tel Aviv before?

Yeah, a couple days ago Etihad flew from Milan to Abu Dhabi over Israel, and this was one of the first flights granted permission to do so. Not sure if it’s every airline or just to the UAE or anything, but some airlines should be able to overfly their airspace.
