There are a few exceptions, but for the most part, no.
Exceptions include class restrictions and special permission from the big boss for certain IFC events.

Oh ok. I was just wondering because if I can become a member I want to open KLAS and let planes fly in but I guess not
Yep, you’ll have to wait for it to become featured. :)
Adding on from what @TaipeiGuru said, sometimes like just recently we get an ATC Choice day. Most of the time this is in a highlighted region and you can pick a airport that you would like to open in the highlighted region.
Just recently and every now and again we get ATC Choice in the entire world, and you would be able to open up any airport that you would like to including KLAS.
