This plane was doing circles over the beach for training and went to land in a secure area to do some bombing runs because there is a air force base that has fields for miles to practice dropping bombs

As a side note, the C130 is a cargo aircraft and doesn’t do bombing runs. A great deal of their air drop training is with the goal of putting supplies and personnel on the ground with precision. What you saw here was likely a low level VFR route that can make transitioning coastal airspace a bit easier while also getting the added benefit of low level/high speed training which is quite valuable down range.
