Whenever I fly the B787-8,-9,-10 above 37,000ft why does the plane bobble up and down?

What is the weight of the aircraft when above or at 37000ft?

Most likely thing is you are cruising too high and/or too slow for your weight.

Is cruising at FL400 too high for the B78X?

In most circumstances, yes. Only when the aircraft is rather light can the 78X go to FL400.

Okay. So if I have full pax, 75% fuel and 20%-30% cargo And the airplane load is 77% is it too heavy?

That load is near MTOW which is way too heavy for FL400. Max FL330-350.

Edit: 77% load - max FL350-370.

What should the load % be if I wanna fly long haul?

I suggest using a flight planner such as Simbrief (which is free), it will give you appropriate fuel amounts, and you can customise the amount of pax and cargo you want. It will then give you appropriate cruise altitudes for your weight.
