To start with, follow the instructions given in the message 
It’s a great start to see where things are standing.
Clear app data and check voice packs are downloaded in settings i was having same problem by implementing it ,it got solved
It happens to me too.
Sometimes it works perfectly fine and sometimes it cant detect the google speech engine for some reason.
