In multiplayer mode, do all airports have ATC systems?

No, not all airports have ATC.

Every airport that has a blue dot will have Unicom (and the option for someone to control it). The purple dots are “uncontrolled airports”.

They all have a unicom frequency.

not all of them simultaneously do, but in training servers, pretty much anyone can staff any tower/ground, or even radar in most airports

some places have more atc coverage then others
