I have come across a situation multiple time where Approach as well as Tower controllers choose not to use the active runway just because it would make their life a little bit harder. It happens the most at the Aspen Pitkin airport in the Denver region. I get that the terrain would make it more difficult to fly into but it is just lazy controlling in my opinion just to not use runway 33.
That’s how it’s meant to be at Aspen, you don’t have much choice there. The principle behind your point is the same as that of many topics open currently. Have a search :)
