We need atc at toronto airport there is many traffic in route ang on the ground

Welcome back to the community - ATC at airports on expert can’t be requested - controllers choose airports at their discretion, with preference usually given to the ATC schedule.
Also, looking at Toronto it’s not that busy on the ground/inbounds.

Given I can spot your flight inbound to YYZ on Expert Server, I’ll answer based on that.
On the Expert Server, IFATC controllers have the ability to open and control airports. The team’s members are volunteers, though, and are not forced to open a precise airport at a precise time, nor do they (usually) take requests. The best thing you can do is proceed with your flight while hoping ATC will come online. The chances of that might be pretty low, though, as there are numerous airports in the world, and the ATC Schedule is usually what attracts ATC and pilots the most.
Additionally, as mentioned by MPH258 above, Toronto does not look too busy. As far as I can see, all planes on the ground are testing planes of people who are currently not active. Hence, technically, there is no one active nearby at the moment.
